Fix Slow Boot and Slow Login

Some versions of IRIX (citation needed) have the run in background "&" symbol missing from running Sendmail. This causes a 60 second delay instead of waiting on Sendmail in the background. There are better and newer mail processors available.
ESP can exhaust swap space with configmond due to a memory leak fixed in patch 7111.
Solutions:
chkconfig sendmail off chkconfig esp off
