Appears to be the insides of an Apple Lisa integrated into a custom case. Some details from a Craigslist post:
While I was an engineer in the late 1980s, we had need of some classified processing. We were all using Apple products at the time and wanted to continue. A company in the San Jose area, ValuTec, was developing an Apple version. They were building a system based on Apple platform. We purchased a prototype system on condition that it pass the government testing and be certified for use. Well, then Apple came out with a new platform and ValueTec abandoned this version leaving this system never certified for classified processing use and never moving into production.
